What is Everywhere-to-Everywhere (E2E) Greenways?
E2E is the Town’s vision for a connected greenway network so people can safely walk or bike to destinations across Chapel Hill. This is part of the Town’s Complete Community Strategy to make Chapel Hill more connected, fair, and environmentally friendly.
What is a feasibility study and why is it important?
People in Chapel Hill have shared where they’d like new greenways to go, and nearly 50 miles of them are now planned! But planning is just the first step— building them takes a lot more effort. The next big step is called a feasibility study. We are studying potential routes to understand possibilities and limits such as where we may need to cross creeks or busy roads, what is best for our budget, and what the community has to say before recommending which routes should move forward.

Why do a feasibility study?
A feasibility study helps the Town understand potential challenges early—so we can reduce risks, better estimate costs, and make informed decisions. Knowing this information now leads to better projects that can happen faster by knowing more about the project costs.
Will the Town start building these greenways when the study is complete?

This project does not include any construction—it’s about planning and preparing for future projects. This project moves planned greenways to the next big step and will help the Town get ready to apply for funding, start design work, and move forward with a implementation plan and confidence in the projects.
How is this project funded?
In 2023, Chapel Hill received a $1 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant from the U.S. Department of Transportation to do the feasibility study. The Town is also providing a match of $300,000 to support the work.
How does this project support access and sustainability?
When complete, the E2E Greenway network will result in 57% of Chapel Hill residents living within ¼ mile of a greenway. E2E Greenways will help everyone, especially people who don’t have access to a car, get to important places like jobs, schools, parks, and back home again. It also helps the environment by encouraging walking and biking instead of driving.
